Construction

Construction Division administers $300 - $500 million in construction contracts annually across the Seattle District boundaries.  This work is performed through two area offices overseeing the work of seven resident offices and the Seattle District Small Projects Team.  The construction contracts support Soldiers and Airmen at Joint Base Lewis-McChord as well as Airmen at Mountain Home, Fairchild, and Malmstrom Air Force Bases.   Also supported are six operating projects, the district’s civil works programs, and the Interagency and International Support Program.

JBLM Preconstruction Packet

This Joint Base Lewis-McChord, Wash., preconstruction packet is intended to communicate standards and procedures followed by the JBLM Area Office to the Prime Contractor. In it you will find references to the current procedures for submittals, schedule, quality control, labor and payroll, modifications, progress payments, and more.

The purpose of this chapter is to provide information, establish guidance, and outline procedures / responsibilities regarding the processing of submittals in accordance with Specification Section 01 33 00.

This chapter provides an explanation of and guidance for conducting and handling official communication between the Government and the Prime Contractor. It describes Serialized Letter requirements as well as proper mailing addresses for correspondence and packages. Mailing addresses are as follows:

Chapter 2: Contract Correspondence

This chapter augments your Contract Technical Section titled Project Schedule. It provides critical pieces of information that will help you build and organize your project schedule. A properly built and managed Project Schedule will ensure you get paid on time for the work completed and will assist with your control of the project. In this chapter you will find the following information:
  1. Step by step instructions for setting up your project properly in P6 (Figure 3-1)
  2. Checklist to evaluate your Initial Project Schedule for compliance before submission (Figure 3-2)
  3. General schedule guidance as it pertains to Schedule Update Meetings, Contract Modifications, Cost Loading and other contract requirements.

Quality Control (QC) is an integral part of managing and controlling construction contracts for USACE. QC measures required by USACE are extensive and it is the Prime Contractor’s responsibility to meet or exceed these requirements. This chapter aims to compile resources and outline general requirements associated with the Contractor’s QC Program.

Safety is an enduring, bedrock value of the Corps of Engineers. The contractor with a proactive and aggressive safety plan saves time and money; reduces insurance and bonding costs; avoids employee trauma; enjoys industry and Corps recognition; and increases profitability. Accidents and occupational health hazards are costly to you and the Corps of Engineers in terms of lost time, medical expenses, compensation and liability. Nothing we do warrants compromising safety and placing workers at risk of injury and equipment at risk of damage.

Your contract may contain a value engineering incentive clause (entitled “VALUE ENGINEERING-CONSTRUCTION”). This clause offers the contractor an opportunity to increase its income while producing maximum value for our tax dollars. This chapter provides the resources needed to make a decision whether or not to submit a VECP and the process to do so.

Chapter 6 - Value Egineering

This chapter addresses the various labor laws that apply to all laborers and mechanics working on site. It includes specifics about Labor Clauses, frequent areas of payroll discrepancy, Equal Employment Opportunity (EEO) Clauses, EEO Submittals, and Postings.

Additionally, it includes samples of required forms and resources related to the chapter title.

This chapter provides the Prime Contractor with the information needed to correctly request progress payments throughout the life of the project. In this chapter you will find:
