Steve Kelley was recognized recently as the Army Corps of Engineers' Outstanding Army Engineer Civilian of the Year. He was instrumental to the success of Seattle District in 2016 and uniquely superb in his Army Engineer contributions. He led the Seattle District Operations Division through a challenging time and also drove effective Construction execution as Area Engineer at the West Coast’s largest military base.
