An ecosystem restoration study for the Stillaguamish River ecosystem was authorized by the Flood Control Act of 1962 and appropriated initially in the 1996 Energy and Water Appropriation Bill. The study emphasized restoration of critical habitat within the basin. A feasibility report was completed in 2000. The study did not proceed to design. The study sponsor was Snohomish County. The effort was supported by resource agencies, Tribes and local agencies.
